This looks like a doub-edged sword. Saber-rattling can serve both as a deterrence to the Iranians and a real step closer to war. No one knows what's going to happen. But one thing is for sure, Bush's blueprint will remain on paper if he does not bring the Iranians into control.
Legally, Bush does not need Congress's green light if he is not going to get any boots on the ground. If he is only to do air compaign, all he needs is notifying Congress within 48 hours. No doubt there are multiple contingency war plans at the pentagon. But we are talking about another pre-emptive attack aiming at regime change in Iran. If Bush thinks Iran is the real kicker, meaning current Iraq nightmare is caused by the Iranian support to the Iraqi Shiittes, then he may launch another pre-emptive war.

Not a chance! I think the most they will do is the surgical removal of nuclear capability.
