Just read excerpts in Newsweek from Fareed Zakaria's new book THE POST-AMERICAN WORLD--The Rise Of The Rest. I enjoyed his earlier book, THE FUTURE OF FREEDOM. This one is equally thought-provoking.
"The world has shifted from anti-Americanism to post-Americanism." So declares the author. "We are living through the third great power shift in modern history...(the first, the rise of the Western world around the 15th century; the second, the United States): the rise of the rest." However, "[t]his will not be a world defined by the decline of America but rather the rise of everyone else."
The author articulates four reasons why the U.S. may still play a significant role in this world: its adaptability, its dominance in high tech areas (such as nano-tech), its education system, and its age made "young" by the steady supply of immigrants (as the U.S. thrives on the hunger and energy of incoming immigrants).
Only time will tell whether and to what extent Mr. Zakaria¡¯s version of the new world may turn out to be true. But the book is certainly very relevant to the current debate on the respective role of U.S and China in this emerging new world ¨Cregardless in what specific form this new world will be.

Well, rise and fall are all relative. No need to beat around the bush, no euphemism. The American Empire is declining, albeit a slow one. ;)
