1。桌面上谴责,桌子底下支持,在政治游戏中应该是经典套路之一。
2。中国肯定在玩牌。当下不得罪美国应该是中国的原则,否则中国的麻烦太多了,比如这独那独的。

联合国难民署发言人说,武装团伙袭击村庄,殴打当地居民,洗劫他们的住宅。
难民署已经在哥里镇建立了一个难民营。在检查站的俄军部队阻止救援机构前往边界附近的村庄。俄军表示他们无法保证救援机构的安全。
稍早,在塔吉克斯坦首都杜尚别召开的上海合作组织峰会发表的最后新闻公报并没有支持俄罗斯承认南奥塞梯和阿布哈兹的决定。
公报强调了维护格鲁吉亚领土完整的重要性。

美国否认挑起格鲁吉亚和俄国冲突(BBC,8/29)
俄罗斯总理普京说美国助力挑起俄国与格鲁吉亚冲突,美国白宫驳斥此言绝非事实。
普京在本周早些时候接受美国CNN电视台采访时称,曾有美国公民出现在引发格鲁吉亚与俄罗斯冲突的南奥塞梯州。
他表示,俄罗斯防卫官员认为是美国人助力挑起了武装冲突,因为这一冲突对美国大选中的一位候选人有利。
美国白宫发言人佩里诺驳斥了这一说法。她说:“说美国为了一个政治候选人策划了这一冲突是不理性的。”
她表示普京所提出的说法绝非事实,不过她表示看来俄罗斯防务官员似乎真的相信这一说法,并据此给普京提出了错误的建议。
联合国安理会星期四(8月28日)晚间再度召开会议讨论格鲁吉亚问题,但这次会议仍然未能达成共识,并以有关国家间的彼此愤怒指责收场。
外交争吵
俄罗斯驻联合国大使楚尔金在会议上对俄罗斯的批评者提出严厉的指责。
他质疑美国等谴责俄罗斯对格鲁吉亚使用武力的态度,并质问美国驻联合国大使:“你们在伊拉克找到任何大规模杀伤性武器吗?”
他还把美、英、法等国誓言捍卫格鲁吉亚领土完整的态度与这些国家在科索沃独立问题上的态度做出比较。
美国副大使沃尔夫则批评楚尔金所提出的例子其实似是而非,并说这并不能取代事实。
他指责俄罗斯侵略了格鲁吉亚,还说俄罗斯在试图“肢解”格鲁吉亚。
格鲁吉亚驻俄罗斯大使阿拉萨尼亚声称俄罗斯队格鲁吉亚的军事行动是实现策划好的。
他呼吁联合国在同样表达了脱离格鲁吉亚意愿的阿布哈兹地区派驻代表,以及向当地提供人到援助。
南奥塞梯和阿布哈兹提出希望派代表参加联合国安理会有关会议,但遭到拒绝。

我觉得说美国为选举在格鲁吉亚搞花头实在扯远了。俄国想找机会动弹一下的意愿是可以理解的,主要原因在于北约在东欧国家设置反导弹系统。

估计俄国也是忍无可忍了。加上格鲁吉亚,黑海基本上被美国和北约“赤化”了。格鲁吉亚、阿塞拜疆是美国进入中亚石油区的两条途径之一(另一条是通过巴基斯坦、阿富汗),非同小可。中国应该乐见美俄在高加索争执,以便石油往东流,而不是往西流。 - Re: 中国拒绝支持俄国对格鲁吉亚的侵犯posted on 08/29/2008

老氓转的肯定是片面的东西。中国想来不会有任何直接表态的。最后一句话八成是他自己加上去的。:)

世界各国玩的是一种很初级很直接的利益游戏。西方支持(俄罗斯反对)科索沃独立是为了自身的利益,西方反对(俄罗斯支持)南奥塞梯和阿布哈兹独立也是为了自身利益。自己打自己嘴巴的事儿大家都干,谁又真在乎呢?
俄罗斯与西方国家闹别扭,中国自然从中渔利。谁也不傻啊!

This is an understatement. Since Bush came to power, the administration's neo-con foreign policy has nearly peeled off all the former Soivet satellite states from the centries old Russian influence of sphere. From their point of view, it's a legitimate concern that all the missile defense systems the U.S. are deploying in the east european countires are aimed at them. Rice's assurance that these missles are a prevention measure against "rogue" states like Iran is really hard to swallow.
This ideological driven foreign policy is definitely destablizing the caucus region. After all, Georgia was a Soviet state which broke off from Soviet Union. Morally, if we support nation states solely because of their ethnic, cultural, and historical claims, then it's hard to ignore the ethnic minority's aspiration within the boarder of that country.

Criticized by the West, Russian President Dmitry Medvedev on Thursday asked China and four ex-Soviet nations to sign a declaration of support for Russia's role in the conflict in Georgia.
But Russia's hopes of gathering support were dealt a huge blow when the five countries denounced the use of force and called for respect for every country's territorial integrity. The joint declaration from the Shanghai Cooperation Organization deepens Russia's international isolation.
Medvedev had appealed to the alliance — which consists of Russia, China, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan — for unanimous support of Russia's response to Georgia's "aggression."
Medvedev's appeal had raised fears in Western capitals of the emergence of a competing strategic alliance to NATO forming around Russia — but the other Asian nations may have been reluctant to strain their relations with Europe and the United States.
Medvedev also discussed the situation in Georgia's breakaway regions with Chinese President Hu Jintao. China has traditionally been wary of supporting separatist movements, mindful of its own problems with Tibet and Muslims in the western territory of Xinjiang.
Chinese Foreign Ministry spokesman Qin Gang was quoted by state news agency Xinhua as saying "the situation in the region ... should be resolved in dialogue."

China cannot back Russia in Georgia crisis: analysts by Marianne Barriaux

China will not endorse Russia in its battle with the West over the Georgia crisis but cannot say so publicly for fear of upsetting Moscow, political analysts say.
Since the Georgia crisis began -- culminating in Moscow recognising the independence of two secessionist regions, South Ossetia and Abkhazia -- China's reaction has been subdued.
It has expressed concern over the issue but has refrained from taking sides in what has become an increasingly strident war of words between Russia and the West.
But analysts said that if push came to shove, China's official stance would not support Russia, whose actions violated Beijing's long-held principles of national sovereignty and territorial integrity.
"The official Chinese position, if it were pushed, would be that this is unacceptable," said Paul Harris, professor of political science at Lingnan University in Hong Kong.
"China doesn't want to give the green light to somebody coming to the side of separatist forces within their troubled regions."
Analysts said that China, with its own regions that want or claim independence -- like Xinjiang or Taiwan -- did not want to make these claims legitimate by supporting Russia's action.
Taiwan in particular was at the centre of China's reluctance as Beijing claims the island for itself, while Taiwan says it is an independent country, though with the recognition of only a few countries.
Moscow has faced fierce condemnation from the West over its recognition of the independence of the two regions.
The UN Security Council is discussing the wording of a resolution on the Georgian conflict, and China normally takes Russia's side in Council matters. But it has been largely silent on the Georgian issue.
Analysts were split on how China might vote if a resolution came to the table, although most agreed it was unlikely to come to that as negotiations would be taking place behind the scenes.
"China will not abstain, China is not going to go for something overturning a sovereign government and a sovereign rule," said Bob Broadfoot, head of the Hong Kong-based Political and Economic Risk Consultancy.
"It's just not going to happen, as China's position on Taiwan would go down the drain."
"If the resolution is focused on the question of sovereignty, China may very well side with the West," said Jean-Pierre Cabestan, professor of political science at Hong Kong Baptist University.
"But China will do its upmost to avoid such a resolution being presented to the Security Council, because it doesn't want to damage its relationship with Russia."
Lingnan University's Harris said that China, which he said has an underlying sympathy with Russia over the break-up of the Soviet Union, would hold back from casting its vote.
"It is always possible that the Western countries will force a vote and if it happens, I think China will abstain," he said.
Cabestan said that China was also concerned about the Georgia crisis because it was worried Russia might exert similar pressure on Central Asian states -- all of which were former Soviet republics like Georgia.
"That's not in China's interest, as it has in the past managed to get some influence in Central Asia, and China and Russia both cooperate and compete in the region for influence."
Ultimately, Broadfoot said, the crisis could push China closer to the West.
"China will try to keep quiet," he said. "But if Russia overplays its hand, they will side with the US."
