5月11日,中国新华社下属的新华网就中法关系以及中国西方之间的沟通理解等问题对法国前外交官魏柳南进行访谈。访谈中,魏柳南指出,法国及西方对中国的认识与中国的实际存在严重差别;并且他认为,原因既有西方媒体报道角度与方式的问题,也有西方对中国崛起的担忧,更有中国表达方式的问题。
魏柳南(Lionel Vairon),法国汉学家、远东学博士、政治学硕士。目前在巴黎东方语言文化学院、高等商业学院、国防高级研究院、圣西尔军校授课,并在法国三军防务学院主持中国研讨会。曾任记者、编辑,并曾在柬埔寨、泰国和伊拉克等地担任外交官17年。
魏柳南的观点颠覆西方传统中国观,驳斥“中国威胁论”,从一个独特视角展现了一个真实、充满活力又引人深思的中国形象。他的作品《中国的威胁?》中文版近日已经也在中国发行。
以下为访谈实录:
主持人:那作为一位法国人和前资深外交官,是什么样的原因让您写这样一本颠覆欧洲传统中国观的作品呢?
魏柳南:在我的职业生涯中,差不多有15年左右的时间都是在法国驻外使馆工作。2002年我回到法国以后,发现中国的形象在西方,特别是在欧洲有一个奇怪的现象,就是和中国的真实情况严重不一致。因为我一直对中国问题特别感兴趣,所以就立即开始这方面的研究。为什么西方对中国的印象是这样的?2006年,我出版了一本书叫《中国的挑战》,当时最主要是让法国人增强对中国的了解,从政治、经济、文化以及社会发展等方面来驳斥在欧洲盛行的“中国威胁论”。
2008年我看到了中法之间发生的问题,我知道这是因为中法两国之间缺乏深入的了解,这也是我出版这本书的中文版的主要原因。我希望通过这本书让中国读者对西方了解得更多一点,让他们了解为什么西方要讲中国威胁论,让中国读者了解其实有很多误解都是由文化观念上的差异导致的。
主持人:您的这本书在法国可以说是比较“另类”的,那法国民众怎么看您的这本书?
魏柳南:我这本书中的观点可以说是大部分欧洲的学者未曾提出的看法和观点,令很多读者耳目一新。很多欧洲汉学家感兴趣的都是“中国威胁论”,所以很多人并不欢迎这本书中的观点。但是欧洲民众对于这种独到的观点还是很有兴趣的。
主持人:您在书中提到:“西方的媒体对中国的谣言和诽谤有如暴风骤雨般”,怎么讲?背后的原因是什么?
魏柳南:我认为有几点原因:
第一就是媒体商业化。媒体要卖新闻才有收入,如果报道正面的消息,比如说中国的发展很成功,那么这样的新闻就卖的不好。但是如果你对中国大加批评或者指责,这样的新闻一定是会有市场的。批评中国才能增加报纸的销量,媒体也难以挡住金钱的诱惑。
第二个是记者的看法。记者都需要独家新闻,这就要求他们写得很快,能快速的发出文章,所以西方的记者们一般都不会对相关报道做深入地分析研究,导致写出来一般都是对事件简单肤浅的看法。最后在他们笔下描绘出来的中国就是一种苍白的简单的画面。在世界另一端的人们很多都没有来过中国,他们也会受到这些媒体的误导,无法透彻深入的了解中国,当然读者自己很少会去分析事情的真相。
第三个问题就是记者的道听途说。媒体记者很多并不会讲中文,对中国了解也不深,他们可能曾经在美国或者欧洲工作,他们的观点可能都是听别人说的,他们没有深入独立的分析的能力。
中国是一个人口大国,虽然经过了30年的改革开放,也不可能一下子改变政治经济等诸多的方面的问题。中国正用渐进式的方式实现着变革,但从西方人的观念看来,中国的改革的步子不够快,但他们并不是很了解中国是如何改变的,这期间经过了什么样的过程。
主持人:误解还是源于“不了解”。您是一名法国人,那么很多中国百姓都想知道,法国的普通民众对中国的心态是怎么样的呢?有没有受到这些西方舆论的误导呢?
魏柳南:当然有受到媒体的影响。在法国我经常做一些有关中国问题的演讲,我发现很多法国人对中国,特别是中国的政治情况知之甚少,况且中国的模式和西方的模式在政治方面的差异是很大的。
但是法国公众其实对中国特别感兴趣,也都很想了解中国的真实情况到底是怎么样的,他们很希望通过听一些演讲或者看书多知道一些。但是,他们了解中国机会和渠道并不多,只有通过媒体。可以说,如果一个人没有亲自来到中国的话,是没有办法真正了解这个国家的。
虽然法国领导人和法国媒体对中国有这样那样的评价和态度上的变化,但是去年中法关系的问题和法国公众没有关系,他们虽然受到媒体的一些影响,但法国人民对中国的态度是始终没有改变的。
主持人:刚才您提到法国领导人,那您如何评价萨科齐先生对华关系上的态度呢?
魏柳南:法国这一代的领导人还很年轻,他们不像之前的领导人那样拥有丰富的外交经验,他们在处理国际事务上的经验还不足。并且欧洲的这一代年轻领导更加关注的是国内或者欧洲地区的事务和政策。
分析去年中法间发生的事情,首先,可以看出这一代年轻领导人对中国缺乏足够的了解,他们不知道中国发生的变化。第二,他们不知道怎样有效的和中国进行沟通。这也主要的矛盾所在。这一代年轻领导人也更容易受媒体的影响。因为他们在国际事务上的知识和经验很少,还需要学习。
主持人:那如果说现在让您对萨科齐先生提几条建议的话,您最大的建议是什么呢?
魏柳南:我想自从去年以来,萨科齐在解决各种国际问题的过程中也学到了不少,我想萨科奇先生肯定意识到现在到了需要改变他之前的行为的时候了。
当然,作为欧盟成员国,欧盟的态度会对每个成员国都会有影响,法国也会和欧盟保持一致。相信法国会找到合适的方式来解决双方的问题,但这需要时间,一方面要给新领导人调整的时间,另一方面需要时间让两国之间更加开放,增进了解。
主持人:所谓“中国威胁论”就是把中国的崛起误读为一种威胁,那您如何看待中国的发展以及和平崛起呢?
魏柳南:我认为,中国的崛起会带给世界更多的机会。2008年以前,西方大概没有完全地了解这一点,当时西方看中国还是一个“问题”国家。而在当前金融危机肆虐的背景下,英文的报纸上把中国说成是“希望”,中国的经济情况不错,中国经济恢复,我们就有恢复的希望,中国的发展是影响西方国家经济增长的重要因素。
以前西方不太关注中国的看法,我认为现在应当认真地听一听中国是怎么想的。在以往西方的观念中,中国是发展中国家,甚至在联合国的安理会,中国的地位不是跟我们来协商的,而只是投票表决的。而现在西方了解到中国,是一个在国际舞台上至关重要的国家,特别是在经济方面。所以西方国家既乐于看到中国的发展,但同时他们又会对中国的发展感到担忧和威胁。中国和西方还要加强沟通和交流,避
免不必要的误解。
主持人:您反复说误解和沟通这两个词,那么您觉得中国应该做些什么去打消这些误解,增强沟通呢?
魏柳南:作为一名外国人,我的看法可能和中国人的想法有些不同。我觉得中国首先需要改变同世界沟通的方式。
中国始终用“中国的方式”来和世界沟通,有些观念对中国人而言是很容易了解的,但是对于西方人来讲就很难理解。比如“和谐社会”这种源自儒家学说的概念对于中国来说是至关重要的,但是外国人则很难理解这一概念。比如邓*小*平的“小康社会”如果用英文或者用法文是很难翻译的。因为在我们的文
化体系中,没有这样的概念。
必须承认,中国为了其它国家能够理解中国的存在和价值做出了巨大努力,但是由于中国和其它国家之前存在巨大文化差异,有时中国需要改变一些过于中国化的表达方式,尤其是那些会在国内外造成重大冲击的表达方式,以便能够准确表达信息内容。

此人是外交官出身,说话委婉。我想他文中作为句子主语的“中国”应该指的是中国政府,而他具体接触到的就是那些官员和外交人员。在国际舞台上,中国的崛起是不争的事实,但对外政策、外交水平之低恐怕是国人想不到的,大部分外交官既不了解中国(多是学外语出身,但也不怎么好),也不了解国外(这个需要很多专业知识),因此在外交中不能够有效地沟通、传达中国的情形,也不能很好的理解人家的discourse,真正的对话很难达成,处理外交事务也十分被动。

你有所不知,这个阿斗有很长的历史到处重复不知他从哪儿看来的一个观点。
可是你知道,有些说法虽然从语法上讲有毛病,但大家都知道这些说法的真实含义,所以也就广泛使用了。比方说,日本侵入了中国:Japan invaded China in 1933. 阿斗会说,日本怎么可能会侵入中国?是日本的军队,然后他又说,日本的军队是个抽象名词,应该是一个一个有名有姓的日本士兵侵入了中国 。。。这可不是我胡说,他说过的话都在,要是他否定的话可以给他搬出来。按照阿斗的话,你就没法写文章了。像 Japan invaded China 这些都是学者在写学术论文里广泛使用的句式,大家都明白的东西,不知为何他就是翻来覆去地讲个没完。

谢谢TT耐心解答,我感觉西方哲学发展到了屋顶就是钻语言语义语法的牛角尖。法国的解构主义哲学家德里达(他反对人说他是后现代主义者),一个著名的观点就是“宽恕是不可能的,也不应该宽恕,应该不宽恕”。照此穷究下去,人类常说的很多抽象名词都是不可能的,这种考量方式看似荒谬,不合常识,但细想,不妨有另一种逆向的智慧在里面。

的确有过这么回事。在我看来,这种思维是对普遍存在的集体主义思维的对抗,起到警醒的作用,这是individuation的途径之一。然而,过分强调“Action can only be undertaken by individual”就导致“There is no such thing as society, only individuals”, which ignores the fact that human beings are interdependent of each other.

Methodological individualism holds that all economic and social phenomena can be traced back to, and explained by, the actions of individuals. Even when individuals act on behalf of a group, or as part of a group, they are acting as individuals. Thus, "group behavior" is a false concept. As political scientist Jon Elster argues: "A family may, after some discussion, decide on a way of spending its income, but the decision is not based on 'its' goals and 'its' beliefs, since there are no such things." (3) Even if the final budget is a compromise that does not correspond to the wish of any single family member, then members have nonetheless agreed to the compromise, since compromising is somehow more rewarding than not compromising.
The opposite of this is methodological holism, or what political scientists more commonly call structure. This holds that groups have traits, behaviors and outcomes that cannot be understood by reducing them to their individual parts. That is, groups consist not only of individuals, but also relationships between individuals. It is not enough to say that "the functions and traits of my car can be reduced to, and explained by, the atoms that make it." This overlooks an equally important point -- that these atoms need to be shaped into a car. The fact that atoms are fundamental units that exhibit certain properties actually explains very little.
An individualist might then object that human beings are not like atoms, in that people have the ability to choose and act. Atoms cannot shape themselves into cars all by themselves, but human individuals have the ability to join groups and shape their own social structures. And individualists argue that organizing a group best occurs at the individual level, not the group level.
The problem with this argument is that organization occurs neither spontaneously nor at an individual level. Consider a car factory that has thousands of employees. No single worker possesses the complete knowledge to build an entire car. Each worker's knowledge and responsibility are specialized and limited, and can only build part of a car. The only way a car rolls off the assembly line is through the interdependent efforts of the entire group. So how does such complex interaction come into existence in the first place? Well, not by itself. Suppose a car factory has no central organization, and workers just began building a car, communicating with no one except the workers whose parts are immediately connected to their own. It could turn out that the engine workers thought they were building a Mercedes Benz, while the trunk workers thought they were building a Yugo. Obviously, there needs to be central organization.
Nor is it correct to say that all central organization can be traced back to the individual, namely, the group leader. Even in their primary role as organizers, corporate heads depend on the group. A company president can only issue general guidelines to his managers, who must inevitably organize and direct much of their departments on their own. The larger a company gets, the less personal and direct control a president has over it. He must delegate out an increasing share of authority and responsibility, and is more dependent than ever on others to help him run things, investigate conditions, inform policy, and make recommendations. Thus, the structure that evolves takes on a life of its own, and cannot be traced back to any single person. In democratic institutions, the lack of individualized leadership becomes even more obvious, since the leader must largely enact the policies favored by the group (and not any specific voter within it).
Central organization is vital not only to companies, but to societies as well. Just as there are no examples of anarchic companies, so, too, are there no examples of anarchic nations. This is not an accident; all groups require some degree of central organization to be successful.
And it's not just the mere existence of central organization that is so important; it's also how it structures society. For example, both North and South Korea have extensive central governments. Both have individual citizens who share the same culture, language and genetic stock. But North Korea is totalitarian; South Korea is democratic. And the result of these different structures is that one suffers crushing poverty, while the other enjoys booming prosperity. - posted on 05/12/2009

本人的这个上个帖子里有非常深刻的道理。别人是否同意,那是另一回事。
用methodological individualism的人们并不都否认人的所谓“社会性”。一些如
“there is no such thing as a society”的话里面有深刻的道理,但并不是要否
认人和人之间的那些关系(division of labor, voluntary exchange, etc. )等。
不懂methodological individualism的,根本就未静下心去读。有几个真能静心去
读书的,多数都是寻找confirm自己的偏见的内容而已。

I do not agree with all the arguments I copied. But I like this very much:"Groups have traits, behaviors and outcomes that cannot be understood by reducing them to their individual parts. That is, groups consist not only of individuals, but also relationships between individuals".
Also the relationships between individuals are much more than the relation of exchange and division of labor.

Of course there are relations and common traits among individuals. Most Chinese like "Chinese" food. That is a common trait. Most Chinese speak Chinese as their first language. That is also a common trait. Methodological individualism does not deny that. Methodological individualism says that action must boil down to each individual's action and there is no other way. Even in such social-psychological incidences as rioting, action still boils down to each individual's action even if that kind of "group" "action" does intensify each individual's action compared with the case where a single rioter acts by himself.
Methodological individualism is only one of the tools that can be used to analyze human action. It is not a tool that one can use to do everything. For example, psychology must be used to explain why in a group rioting individuals' action becomes more intense. The reason I don't talk about psychology is that I know nothing about it. The fact that I don't talk about it does not mean that I deny its existence. I always try to remind myself not to talk about anything that I know nothing about. If I do talk about something that I don't know, it is only in a joking manner or a self-effacing manner.

Also the relationships between individuals are much more than the relation of exchange and division of labor.

I am fine with the methodology itself, but I do not agree with the conclusions as advocated by some people using the methodology, such as the conclusions that the government has no virtue, that the government should plays no role in economy, that there is no such thing as externality or the externality can be solved by
private property.
This iron wall attitude towards the government blocked their view.

Have you ever read an Austrian economics book? The answer is no. You don't read it because you think it is wrong a priori.

想起去年地震的时候,法国解放报有一篇在中文论坛激起众怒的报道“一场被充分利用的灾难”。我那时候特意找到了原文,并翻译了一部分跟帖,想说明两个问题:一则法国媒体多元化,解放报是名副其实的一家媒体之言,尤其不是代表政府的立场,二则法国读者对于媒体的态度是批判的,媒体的文章也代表不了所有普通读者的态度。公共舆论是我感兴趣的问题,现在也帖在下面供大家参考。

近一星期来,中國向世界展示着民族主义和专治主义的冰冷画面,继承了文革时期一样
的宣传方式。自從四川受灾以來,西藏问题,火炬传递被干扰的画面和随之而来的民
族主义浪潮都被扔到一边了。所有时间都用到同情,调动,行动上。中央台,国家的电
视台里不间断的播放着。
整个民族被整个悲剧凝结在一起了,国家领导人开始向国际数额会发出开放的信号。没
有警察的戒严了,没有信息自由的管制了。國家被戲劇銲接,而他與她與其領導者傳輸
國際社會中的開始的信號。以前一直喊的所谓的"安全"问题也不成问题了。记者们,
依然在西藏被禁止,现在他们可i进入四川了
昨天,一直以"物流问题"为借口拒绝国际援助的中国,居然接受了日本的专家和救援
人员到他们的领土上。还有台湾的。这两个国家(倒,居然把台湾说是国家),战略外交上回暖的两个邻国也不是随便选的。南韩,澳大利亚和联合国的救援任务志愿者就被拒绝了。迟到的救援的决定,
悲剧发生后4天,那几万失踪者挽救生命的机会变得渺茫。但是这是摆个样子--北京是
全新的,透明的,现代的,开放的。一反常态,特别是和缅甸形成鲜明对比。在飓风后
他们变得比以前更加封闭。
一如既往,需要英雄。地震后的2小时,总理温家宝就全副武装。无处不在,他成了
2000多种报纸和电视频道的主题。。温家宝,穿着球鞋,亲吻着孩子,,和幸存者一起
哭泣,在尸体前的沉思,加倍传达和个体和团结的信息。很人性的一面,正是掌权人常
缺的那一面。中国的二号人物为正在积攒的不满降温。大批的城市与外界失去联络,扬
子江上的那些水坝存在让人担忧的隐患。那些家长决绝这种收买,失去孩子让他们狂怒
了!通常是独生子女,在那些乱建的破学校的瓦块下死去。尽管如此,人民日报,跟随
温家宝穿越四川"66岁,在途中摔倒,为了不影响救援,拒绝了医护人员的帮忙。"屏
幕上,感动得家长感谢他们的救命恩人。那些剪接画面配上让人作呕的粗俗音乐,配上
他的特写,和交错的直升飞机,成群的救援人员,和13万救援军队中的几个。而在那
里,現實是尸体就一堆疊在土地上,伤者一排排躺在地上。和可能我们永远不知道数字
的失踪者.

作为一个中国人,我感谢所有对中国具有清晰客观观察并同情中国受灾群众的法国朋友。但有几个问题必须澄清:我们的总理温家宝没有必要从这次灾难中“获益”并增加他的受欢迎程度,自从1976年唐山地震(7.8级), 他在那里;1989年天安门事件,他和学生在一起,1998年洪水,他在那里;2003年萨斯,他在医院里,2008年1月春节前的冰雪灾,他和群众在一起而没有回家过年。中国人民都看到了,但很遗憾本文记者例外。另外,我们的总理有地质学学位,他从政前曾是个地质学家,对于中国大地十分了解。中国从未假装成为一个共产主义国家,对于我们来说,“共产主义=中华人民共和国的奋斗目标”。这是一个社会主义国际,所有中国人民都知道。但显然,西方人认为是共产主义,为什么?当然要感谢媒体的朋友。。或者其它形式的西方宣传。为什么选择日本台湾新加坡和俄罗斯的援助,因为他们离中国更近。另外,如果你看照片,进入中国灾区的士兵完全没有携带武器,因为他们去是为了救人,而不是有任何骚乱发生,完全没有带武器的必要。我不认为这在世界上其它国家也能这样,比方说最大的民主国家美国。

我们如何能相信中国政府利用其以百万计的死亡来忘记西藏问题或为其政策“镀金”!不,这是不可能的!这次自然灾害可以发生在世界任何地方!在任何民主或不民主、正在打仗或是和平的国家。现在唯一要做的就是挽救生命!!!!,中国人或其他人!政治同人们的生活毫无关系!虽然人们政见不同,我支持中国政府救援灾民的顽强行动!我支持中国接受外国援助 ,我希望那些不幸的人因为这些援助尔减轻痛苦!如果地震发生在法国,尽管政见不同,我们将高兴地接受法国和世界的援助!在不幸发生的时候,来自各方面的安慰都永远是必要的而且能够使我们活下去!周五, 2008年5月16日-1 8时1 9分

我曾在中国生活,我仍然无法理解这种反中国的宣传(类似美国的老派反共产主义宣传) ,只会吸引那些对中国及其历史毫不了解的人的注意,以及那些更愿意相信通过媒体获取真相的人。

我看了大部分谴责本文记者nivelle的评论。我认为,如果想了解这些共产主义国家的宣传情况,就必须住在这些国家(中国,朝鲜,越南,古巴… … )。就我而言,我在越南共产主义国家住了几年。这些共产主义政权,不像缅甸军政府,日常使用宣传手段已使其执政合法化。在这些国家中,只有共产党有权利作为合法的政治存在。为了防止人们呼吁多元化,这些共产党政权必须做好执政工作来使其政权合法化。因此,这些宣传是十分夸张的。中共政权正在通过救灾来为其形象镀金!周五, 2008年5月16日-1 4时3 7分
