yes, ' touche' in this context means ' hit', I was making a joke by using the word "touché", 'participe passé" of verb "toucher" to mean "got hit" in general.

Ok, that's way pass my knowledge of the word. ;-)
In fencing, the one who gets hit usually calls out to acknowledge the opponent scoring a point. The irony here is of course even if his head got cut off, he's still unfailingly sportsman like.

In one of my fencing books there is a photo like this, except the head is on the ground. The guy who cuts the head off looks more surprised.
