“反智主义”的崛起
薛涌
“反智主义”作为一股社会思潮,正在中国静悄悄地崛起。我可以算这一思潮最鲜明的倡导者。十几年前,我就写了一篇《论〈渴望〉中的“反智主义”倾向》,分析当时红透一时的电视连续剧《渴望》对知识分子的话语霸权的挑战。两年多以前,我又以“反智的书生”为名开始了自己的博客,对国内主流知识界、特别是主流经济学家们展开了激烈的批评,迄今已经获得了一千三百多万的访问量。最近,吴稼祥先生在《中国青年报》的“冰点”发表长文《中国需要“反智主义”吗?》,系统批判我的观点。唐小兵先生则在《南风窗》上发表了另一篇长文《底层与知识分子的民粹主义》,把我在近著《学而时习之:〈论语〉研究之一》中表达的反智思想看成是“民粹主义”的“野火”烧进了自由派阵营。总之,不管是反对还是拥护,人们对“反智主义”已经不能视而不见。因此,作为这一思潮的发起人,我有必要澄清一下什么是“反智主义”,为什么“反智主义”是中国社会之必需。
“反智主义”(Anti-Intellectualism)无疑是个外来语,在上个世纪五、六十年代的美国,被左派知识分子作为一个贬义词而广泛运用。六十年代初,这派知识分子中的霍夫斯塔特(Richard Hofstadter)写了一本《美国生活中的反智主义》(Anti-Intellectualism in American Life),一下子走红,获得了1964年的普利策奖,也把这一词汇的贬义成分固定化。在中文思想界,余英时先生率先运用这一概念批判中国政治传统中的“反智主义”,并在海外文化界引起了辩论。不过,无论是他还是他的批评者,也都把“反智主义”当成一个贬义词。与此相对,我则从一开始就把“反智主义”当褒义词来用。这当然也给我的批评者提供了方便的靶子。比如,前述的吴稼祥先生,对霍夫斯塔特的观点不作任何分析,简单化地把“反智主义”描述为五十年代“代表大企业利益的艾森豪威尔的粗鲁统治,以及麦卡锡主义对知识分子的迫害”的结果。唐小兵先生则把我的“反智主义”理念归纳为新左派的倾向。
可惜,这两位批评者既不了解霍夫斯塔特思想的复杂之处,更不明白这种思想在美国政治文化脉络中的地位。最有讽刺意味的是,两位先生都属于市场派人士,都把市场经济的理念作为一个思想解放、思想启蒙的果实来捍卫,因而批判“反智主义”或者“民粹主义”就成了他们的使命。他们恐怕没有意识到,在美国的思想阵营中正好相反:那些批判“反智主义”的,多是新政以来主张大政府、希望用联邦的行政手段干预经济的左翼知识分子;而那些所谓的“反智主义”者,则往往是要求实行彻底的市场经济的保守主义人士。甚至象哈耶克这样的市场教祖,也可以归入“反智主义”的阵营内。
另外,“反智主义”也并不局限在美国,而且也是英国史中的重要因素。有人甚至将“反智主义”归结为盎格鲁撒克逊的政治文化传统。而恰恰是这一传统为现代西方的宪政民主作出了最重要的贡献。这绝不是简单的历史巧合。从理论上说,“反智主义”是以宪政民主为基础的市场经济的自然结果。在这种社会中,老百姓在政治上拥有一人一票的平等权利,并作为自由的经济人在市场上进行选择。不管你拥有的知识和财富比别人多多少,也不能僭越这样的政治权利和经济自由。这是我所鼓吹的“反智主义”的核心。可是,在现实中,即使是民主的政府,手也经常可以伸得很长。特别是政府有着比个人雄厚得多的资源和权威,并需要大量的知识服务。当政府把那些“最”有能力的人集中起来以后,政府权力的诱惑就变得难以抵抗。结果,不管是在政府之内还是政府之外,都有许多人会想:既然政府集中了这么多的人才,有这么多“专家”,那么这些人一定比那些没有念过什么书、没有离开过自己的镇子的愚夫愚妇更有远见。既然你会花钱请比你更懂经济的财经专家经营你的股票,那么为什么不多缴几个税、让政府多雇些专家,让他们包揽你的个人事务呢?
自罗斯福政府以来的“新政知识分子”,就有着这种舍我其谁、以天下为己任的怀抱。而罗斯福的“新政”导致联邦政府迅速扩大,又使这些人在权力的核心占据了大量的位置。他们真诚地相信,他们有着高超的专业知识和智慧,让他们帮助老百姓进行一些生活抉择,恐怕比老百姓自己来抉择要更明智。有些事情,聪明的政府如果不充分发挥领导作用的话,社会本身是干不成的。这一精神,并没有随着罗斯福政府而完结。六十年代初的肯尼迪政府,就号称是通过“精英的精英”(The Best of the Brightest)来治理的。约翰逊“向贫困宣战”的“伟大社会”计划,也是建立在让专家更多地运用纳税人的钱来解决社会问题的信念之上的。
然而,正象哈耶克所警告的,少数的精英官僚,不管有多么聪明,靠他们的决策也无法有效地改善大多数人的福益。社会太复杂,难以被少数人的智慧所驾驭,必须通过市场博弈、通过每个人的参与来达到健康的均衡。一位欧洲作家曾经观察到:在美国这样的草根民主社会,小民百姓活得是如此地自尊和骄傲,乃至一个没有离开过村子的农夫,也觉得对于干他手里的活计而言,他自己是世界上最棒的人选,绝不会听别人指手画脚。这样的社会,也自然有着强大的反智传统,即对少数人把自己的理念强加于大众非常警惕,对运用这些人的政府权力更是怀疑。新政以来,联邦政府和技术官僚的权力越来越大,老百姓越来越感觉到失去了对自己生活的控制:那些多喝了几口墨水、进入政府的“知识分子”,已经开始代老百姓来决策了。事实上,五十年代艾森豪威尔时代正是这种反对大政府的保守主义开始抬头的时代。虽然肯尼迪以微弱的优势击败尼克送当选总统,使新政精神得以继续,但这种保守主义,还是随着里根时代而达到了高潮,并成为美国政治文化的主流。
霍夫斯塔特对于“反智主义”的“民主面向”有着相当充分的认识。他明确指出:“反智主义是建立在这个国家(即美国)的民主制度和平等的情操的基础之上的。…二十世纪的知识分子发现自己陷于一种几乎是不可能的努力之中:他们相信民主社会中的公民,但又要抵抗这种社会所创造的文化之痞俗。…当公众拒绝知识分子的政治和文化诉求时,他们就感到受了伤害或者震惊…” 也就是说,知识分子总有着作“社会良心”的怀抱,认为自己是为了公众利益而生的。但是,在一个民主社会,他们的自负迟早会撞南墙:公众既用不着他们代表,甚至还可能把他们看作是自己的利益的敌人。
应该说,对“反智主义”的社会渊源和制度基础,霍夫斯塔特是个明白人。可惜,他却陷入自己所描述的这种知识分子的自我矛盾中难以自拔。他试图对知识分子所具有的“智识”(intellect)和专家或者一般人所具有的“智力”(intelligence)进行区别。在他看来,“智力”运用的对象是可以预见的、有明确的甚至狭窄的界定的、实际的、切身的。“智识”则是大脑中批判性的、创造性的、冥想式的功能。“智力”是对具体环境中的具体事务进行把握和估价;“智识”则是对这种估价的估价,是对整个宏观环境的评判。用我们比较浅近的语言来说,“智力”是大脑在具体领域中的认知职能,比如科学家研究干细胞,其研究对象有着具体的界定和范围,并必须把这一范围外的事务排除。再如消费者买车,“智力”所考虑的就是价格、质量等实际因素。“智识”则跳出这些具体领域之上,比如要考虑干细胞研究是否道德,是对生命的尊重还是不尊重;买车的社会后果是什么,是否在能源和环境上对人类的生存负责等等。
问题是,在一个民主社会,在可以具体界定的“智力”领域,人们不仅非常尊重专家的,也愿意把自己的权利让渡给专家。比如干细胞研究,纳税人很清楚这种事情只能让科学家们来作。但是,在超出了“智力”领域的难以具体界定的范围,比如干细胞研究道德不道德、政府是否应该资助这种研究,老百姓则常常不会让渡自己的权利,一定要通过投票来决定。这时,他们的意志就往往和一些科学家相冲突。当科学家发现自己只能听这些对干细胞连基本的科普知识也不具备的愚夫愚妇之时,就会悲叹民不可教。霍夫斯塔特著作,在某种意义也是这样一本抱怨之书。
可贵的是,霍夫斯塔特在抱怨的同时也指出,美国虽然有着强烈的“反智主义”传统,但自三十年代的二战前夜开始,人们就越来越强烈的意识到:美国实际上才是知识分子的乐园。当时大量受纳粹迫害的知识分子发现,只有美国张开双臂欢迎他们,并提供了更好的条件,让他们继续自己的生活方式。新政之后,知识分子也极其被政府所礼遇。即使是在“反智主义”大盛的五、六十年代,知识分子也频频出入政府,享受着前所未有的权力。知识阶层内部的危机不是自己受到政府的冷落和社会的放逐,而是太被权力和公众所抬举,乃至知识阶层频频自问:自己是否已经被主流社会所收买?知识分子固有的独立性、批判性、和原创性是否已经丧失?
从中国主流知识阶层对“反智主义”的消化看,他们既没有意识到霍夫斯塔特的左翼思想背景,也没有霍夫斯塔特思想本身所蕴涵的复杂性。霍夫斯塔特自己就明确地承认:过分尊奉智识是有危险的。他之所以起来批判“反智主义”,则是因为“在这个充满了危险的世界,美国社会作为一个整体过分尊重智识、把智识变成一种超越的价值来代替其他合理的价值的危险是实在不足虑的。”也就是说,在美国这样的草根民主社会,知识的权力根本不可能践踏老百姓的民主权利。在中国则恰恰相反。中国的传统中的价值系统不被宗教所界定,知识很容易被尊奉为一种超越一切的价值,知识的权力也很容易践踏民主的权利。甚至这种知识权力凌驾于个人权利的现实,在传统中已经被制度化了。比如在科举制度下,通过科举考试的人在税收、刑法等等方面,都享受着普通人没有的特权。三十多年前恢复高考后,考进大学的人身份自动变成了“干部”,和普通老百姓分开。中国的知识分子,长期生活在这种制度化的特权之中,基本不受公众的制约和监督。
“反智主义”的目标,就是取消这种制度化的特权,使老百姓和知识分子都能在一人一票的平等架构中参与市场经济的博弈。而也正是在这方面,“反智主义”会遇到中国知识分子传统最顽强的抵抗。这一点,我在《学而时习之:〈论语〉研究之一》中对此已经作了具体分析。中国知识分子已经习惯于把知识看作是价值源泉,并凭借自己的对知识的垄断占据道德高地。比如在《韩非子.和氏》中,所谓“法术之士”就被描述成屡次因为要奉献璞玉而被砍掉双脚的忠贞之士。而“群臣士民”则全都嫉恨这种忠贞之士,使之不敢发言。贤明的君主,则应该摆脱“群臣士民”的影响,任用法术之士,珍惜他们所奉献的璞玉。这一故事,也成了极权主义的理论基础:统治则要在少数有能力的人的帮助下,建立对大多数“群臣士民”的操纵。后世的中国知识分子,虽然以儒家为标榜,骨子里还是这种法家情怀,觉得自己是掌握了最后真理、代表着社会良心、只求奉献和牺牲、毫无私利的人,应该超越“群臣士民”,获得垄断性的权力来指导社会。即使到了“五四”的时代,反传统的知识分子也跳不出这样的思想框架。比如鲁迅,竟因为在日本的幻灯片中看到了精神麻木的国人,于是作为一个医学院的学生开始认定这样的人的肉体不值得救治。也就是说,在民主社会中可以老百姓可以让渡的“智力”权力,即被狭窄、具体地界定的医生治病救人的职责,他是不要的。他要的是在民主社会中不可让渡的权利:即决定什么样的生命值得拯救,什么不值得。我相信,每一个走进医院的病人,当知道医生要对自己作为一个人的价值进行一番道德判断再决定是否救治时,都会感到毛骨耸然。而大多数现代中国人正是生活在这种毛骨耸然的“知识暴君”的统治之下。
也正是基于对中国知识分子传统这样的分析,我提出了对“主流经济学家”的批判:他们以为是他们设计了改革,他们象“法术之士”那样掌握了稀缺的专业知识,能够为大众规划生活;而反对他们的公众,则都如同韩非笔下的“群臣士民”,于国于民有害无益。所以,他们才提出“正确的观点不需要投票”,才把公众意见视为“非理性”的情绪。然而,从“反智主义”的立场上看,“不需要投票”的观点,属于“智力”范畴,就象科学家在实验室里的研究,或者象历年诺贝尔经济学奖得主们研究的具体理论问题,比如信息不均衡等等。可惜,“主流经济学家”们在这些具体理论问题上,并没有创建。他们所谈的,常常是大学要不要涨学费、是否领导干部是改革中最大的受害者、是否应该对他们进行优先的补偿等等公众政策的问题。而这些问题,正属于民主社会中的老百姓不能让渡的权利,必须通过辩论和投票来最后决定。弗里德曼获得了诺贝尔奖,对于他获奖的经济学理论,当然不需要公民投票来进行判断。但是,当他提出“教育券”的主张后,虽然论述和分析和他的经济学一样清晰有力,却经几十年奋斗也无法实施,原因就是他凑不够他所需要的票数来改变现有政策。可见,在经营自己的生活时,老百姓根本没有义务听专家指挥。在考虑涉及自己生活的公众政策时,他们当然要通过投票来进行决策。
那些口口声声“市场”的主流经济学家们,在攻击网络民意“非理性”时,掉入了一个自己无法跳出的陷阱:他们所信奉的市场经济学的经典理论,一个基本预设就是所有的经济人都在市场中理性地追踪自己的目标。当你把相当一大部分公众对自己利益的表述斥为“非理性”时,就背叛了这一市场经济的基本原则。类似的问题,霍夫斯塔特虽然没有解决,却一直在面对。遗憾的是,在“主流经济学家”们简单的大脑中,根本就没有这一面向。
1958年,被霍夫斯塔特讥之为“业余经济学家”的美国右翼代言人Frank Chodorov写下了这样一段话:
“一群声望卓著的经济学家,被洛克菲勒兄弟基金会召集起来讨论叫作衰退的国家经济病状。他们拿出了处方,在《纽约时报》上登了将近两版。这些医生们的崇高声誉,使所有非经济学专业的人都没有资格检讨他们的处方,否则就是不知天高地厚。但事实是,我们所有的人出于生活需要都是经济学家。我们都在从事谋生的活动。而这些正是经济学家们要研究的全部问题。任何识字的家庭主妇,只要有中等水平的常识,就应该能够检验这些专家处方的具体细节。。。”
这段话,被霍夫斯塔特引述作为他所批判的“反智主义”的十二大例证之一。然而在今天看来,也正是这段作为“反面教员”被“展览”的话,闪现着哈耶克式的经济学智慧。试问:一个由所有家庭主妇参与的经济,和一个由十几个诺贝尔经济学奖得主操纵的经济,哪一个才是市场经济?中国的“主流经济学家”们凭借着自己那些在国际经济学界难能登大雅之堂的“专业知识”,把所有不同意自己意见的人都斥为是“不懂经济”、被“非理性”情绪所驱动的群盲,这不仅是对民主的背叛,也是对市场的背叛。这就是我所谓的知识霸权或者“知识暴君”。“反智主义”,就是要以人人都是经济学家的精神,突破知识阶层的这种话语垄断。“反智主义”所宣扬的基本信念是:最健康的制度,其公共决策建立在最广泛的参与之上,而未必是最专业的知识之上。知识可以为人们的参与提供参照,却不能代替参与本身。这种参与性,最终要求把我们的市场经济建立在宪政的框架之中,建立在一人一票的游戏规则之上。

This article may cause a lot of confusions because of its use of poor jargon like "Anti-intellectualism".
With respect to the role of the government in economic affairs, there are better words to describe the different "behaviors" of the government. There is no need to invent another jargon that causes confusions. With respect to the role of the government in economic affairs, it is not about intellectual or anti-intellectual; it is about government-intervention or anti-government-intervention; it is not about intellectual; it is about the role of knowledge and the source of knowledge. "Anti-intellectualism" used in the economic arena has no meaning and is misleading if there is any meaning. The author cited Hayek as an example of "Anti-intellectualism". But Hayek is not an example of "Anti-intellectualism". Hayek is not even an anti-rational. What Hayek criticized is very specific: the nationwide top-down central planning and central design.
There is no need to categorize persons into left or right. There is no meaning in doing that. The key is not the intentions and ends. The key is whether the means as advocated by the interventionists can truly achieve their explicit benevolent ends or the their implicit benevolent ends as assumed by others.
Using shining jargon does not help one elucidate the arguments.
The role of good economists are crucial. The reason is not that they can help the central government do its central planning and central design but that they can clearly and logically tell the government and the governed what the government should NOT do. In that sense, a good economist only play a negative role and seldom a positive role. About 2400 years ago, Socrates already wisely said that to be good is to not do harm. But most contemporary person have forgot that. They think that for the government to be good is for the government to do good. They are deadly wrong. Deadly indeed. In addition, a "good" tyranny in terms of ample economic freedom can do as much good to the governed as a bad democracy in terms of little economic freedom can do harm to the governed. As a result, a democracy is not a panacea for economic prosperity. It is a myth that democracy has brought about economic prosperity. Democracy is one leg. The other leg is economic freedom in the negative sense. With both legs, persons in some of the western nations used to enjoy both political freedom and economic prosperity. But no more. One by one, they all fell to the grip of socialism and interventionism. The economic-freedom leg has been amputated. 最健康的制度,其 "公共决策" is minimum and the decisions are dispersed in the individual members of the "civil society". In other word, with a 最健康的制度, "public decision" is minimum and "individual decision" in maximum. The individual members of the "civil society", in their minimum "公共决策" process, must listen to and critically think about 最专业的知识; otherwise they are just committing suicide. The mere number (majority) does not imply correctness; otherwise, there is no need for any economists and the economics books can be written with the results of referendums.
宪政 is merely a indispensable 框架. 一人一票的游戏规则 is too. There is no question about that. That should have long been decided. There is no point in arguing about that anymore.
But the 框架 is a very big one and there are a lot more that fills that 框架. What are the things that fill that 框架? "最广泛的参与" is still part of the 框架.
Data is dispersed in individuals in the society. Theories are concentrated in the trained ones. The government has neither. It is a framework and should remain a framework. What fills that framework is the individual decisions and the negative admonitions of the economists who know the correct theories. Whether the individual members of the civil society listen to those admonitions will decide their fate. Most of the times, they do not listen to those admonitions, and that is why they suffer unnecessarily.
When Hayek attacked "scientism", he was not attacking correct theories or the negative values of correct theories at all. He was attacking the fatally conceited persons who use their pretense of knowledge to do central planning and central design. Hayek was a person with some contradictory in his thinking. As a practical person who live in a practical world, using some tactics to make personal gains might be a practice that should not be condemned too much. Some of his thoughts are interventionist thoughts. Some are very radical libertarian thoughts. For example, in his later years, his money theory became "radical" - he proposed private money. 薛涌点到了重要一点,反智主义来源于英美的传统. 但是, 没有进一步明确地指出英美的这一传统到底是什么. 其实这就是英国的经验主义. 和它对应的是法国的理性主义. 但是,不要被名词所误会, 二者都是理智的,理性的认识论. 区别就在于对知识的来源的看法上. 通俗地说,经验主义强调从实际经验中获取知识, 强调知识的一点一滴的积累, 也就是归纳法. 理性主义侧重知识从某种公理/前提出发通过逻辑推导得到知识,所强调的是演绎推理获得知识. 再通俗一点地说, 要想知道一块土地的周长大小(知识), 经验主义的思考就是用尺子一尺一尺地去测量,从而得到这块地的大小. 而理性主义则通过用数学公式算,演算出结果. 本来二者在知识探寻上是互补关系, 缺一不可. 但是, 这种哲学认识论的思维区别,确实又体现在不同的人上(英美和欧洲大陆). 英美经验主义偏重从生活实践中体会经验, 从而化经验为知识.大陆理性主义不强调体验,而是相信演绎逻辑能够推断出来知识.通过经验主义获得的知识往往是common sense的知识, 而通过理性主义获得的知识往往是抽象知识, 某种主义的知识.
所谓反智主义, 其中一层意思就是反对理性主义的那种偏重演绎逻辑所获得的抽象知识.我认识一个老美.初次见面时,他妻子告诉我,他有8个兄弟. 9个兄弟全都是靠自己双手干活make living. 他本人从前是画家, 现在仍然偶尔做画, 但主要的工作是印刷和装饰.自己动手,家有台印刷机. 我至今记得当他妻子说到”by hands”的时候,那语气非常自豪.而他们的儿子念了一年大学后就退学,进了一个大公司的招工技能培训,当工人了.他们非常高兴. 我想, 这就是比较典型的美国的”反智”. 相信café其他人也能给出很多例子.
显然,通过理性主义获得知识的人往往大多是知识精英阶层. 所以, 反智主义的另一层意思就是反对精英阶层的控制. 这可能是反智主义的主要意思. 薛涌在这一点上说得很详细了.
但是, 经验主义和理性主义作为两种认识的思维特点---前者强调一点一滴的归纳, 不轻易总结, 后者追求建立和构造体系,然后从这种抽象的体系出发演绎到具体应用, 它们的区别即使在精英阶层也有所反映. 当年,同是伟大的科学家, 爱因斯坦, 深受欧洲大陆的理性主义的影响, 积极主张搞大统一理论, 把整个物理学体系一下子建立起来. 而狄拉克就具有英国经验主义的那种倾向, 不大喜欢构造体系.他 认为搞大统一理论的时机远未成熟,还需要大量的积累. 事实证明狄拉克的想法是对的. 70年前搞大统一理论绝对不成熟. 所以,爱因斯坦后来一直很孤独(学术上). 但是,爱因斯坦的相对论可以说是理性主义成功的大手笔.
哈耶克所反对的, 如果说是反智的话, 就是反对理性主义在对待社会问题包括经济问题上的那种倾向: 靠演绎推理动不动就构造主义或者建立体系. 所谓计划经济,就是搞出一个公式作为计划的基础来搞经济的理论, 本质上是一种演绎推理的思维.
说到反智影片, “渴望”并不是很典型(当然我记得就看过一部分,不全). 因为在中国,知识精英阶层和普通大众之间传统上存在着一种不平等的紧张关系. 老百姓对知识精英阶层的不满还不主要是那种反智意义的. 薛甬有些片面地突出其中的反智意义. 最有名的反智影片是”阿甘正传”, 也是国人最喜欢的美国影片. 一个被瞧不起的弱智人, 甚至被认为连爱都不懂的人,却成为了一个生活中真正的winner,靠的就是那些最最基本的common sense.

The two methods - deductive reasoning and inductive reasoning are both valid and are connected. The premises of deductive reasoning come from observations or inductive reasoning.
The physical sciences and the sciences about life all use both methods. There is no problem.
Social-economic issues actually all boil down to the issue of "public policy", or to put it directly, the issue of government coercive power. That is where the difference between the physical-life sciences and the social-economic "sciences" are put in relief. Physical sciences and life sciences seldom involve "public policy". Whenever they involve "public policy", it becomes a social-economic "sciences" problem, for example, the human-induced global warming controversy is actually a social-economic "sciences" controversy, not a physical-life science one.
Because of that special "public policy", the difference between the empirical and rationalism methods seem to become important.
But actually, it is not the difference between those two methods that is important in social-economic problems, but the difference between "positive public policy" and "negative public policy" that is actually important.
Because of fact that all the pertinent data for social-economic life is dispersed among the individual members of the society, positive public policies causes more trouble for individual members of the society than benefits. Only negative public policies serve individual members of the society well.
The development of the negative public policies depends equally on the empirical inductive method and the rationalism deductive method.
To summarize, in public policy, it is the "positive" and "negative" at issue, not empirical and rationalism at issue. In public policy, negative is better than positive; and empirical is as good as rationalistic.
A good positive public policy is a mission impossible no matter whether empirical methods are used or not.

The unthinkable damages and slaughters thought by someone as being caused by the French rationalistic method are actually caused by the positive public policies as spawned by those who took a rationalistic approach.
It might be true that the rationalistic persons tend to be more self-conceit and more arrogant than the empirical ones. But if they know the danger of positive public policies, they don't necessarily cause any damages or slaughters.
What Hayek criticized was actually the self-conceit positive public policies. It is a misfortune for some of his readers that they think that Hayek was actually criticizing the rationalistic deductive method. Hayek was sometimes not clear in his writings. - posted on 05/11/2010
In this respect, Lao Zi (Lao Dan) may be the one of the Chinese predecessors of the criticizers of the positive public policies and proposers of negative public policies.
As a classical liberal, Hayek repeated one of the most basic themes of classical liberalism: all good values in the public policy arena are negative values. That is a most fundamental wisdom that most persons in this world do not want to appreciate.

Both the empirical method and the deductive method can be used to put beautiful dresses on the positive government policies. They all can do the same degree of damage on the individual members of the society through the positive government policies.
In this context, if I have to borrow the very inaccurate phrase "反智主义" unwillingly, I would say we don't need this fancy phrase, and the most ancient Chinese "反智主义" was hinted by Mr. LaoZi. We Chinese already had that anti-positive-government-policy intellectual seed. It didn't germinate unfortunately.
It is actually anti-positive-government-policy-ism. ;-)
It is even hard for most people in the western world with classical liberal traditions to appreciate the anti-positive-government-policy-ism. It is even harder for most Chinese who have been steeped in collectivist and central-control thoughts since the ancient times. For them, anti-positive-government-policy-ism is unimaginable because they don't understand how the society has evolved and they only believe what they were taught in public schools.
