I read an article somewhere about the Darwinism in bacteria or virus (dont remember which). Maybe you can add it into your Prisoner theory.
It says that when the hosts are plenty, the virus evloves to be more and more malicious --- because it doesnt care if the host is dead since it can always find another host; while when the hosts are scarce, the virus tends to become milder by nature, because it wants the host to be alive as long as possible. That is why the epidemics are most deadly in big cities where the population densities are high.
