That's right. Presidency is about talking the values and vision. His government is to deliver. Until he got the presidency, he doesn't have the government. So don;t talk about the issues, details and the way to deliver - they are nonsense anyway - who the hell can know what kind of team you will get.
Bush got the wrong team - that's why he has been struggling to deliver - not because himself is stupid or smart - his own intelligence doesn;t matter too much. Most of them are his friends or his father's friends for many years - a team made of friends are set to fail.
