节选:Starting this month in a port neighborhood and then spreading across Shenzhen, a city of 12.4 million people, residency cards fitted with powerful computer chips programmed by the same company will be issued to most citizens.
Data on the chip will include not just the citizen’s name and address but also work history, educational background, religion, ethnicity, police record, medical insurance status and landlord’s phone number. Even personal reproductive history will be included, for enforcement of China’s controversial “one child” policy. Plans are being studied to add credit histories, subway travel payments and small purchases charged to the card.
Security experts describe China’s plans as the world’s largest effort to meld cutting-edge computer technology with police work to track the activities of a population and fight crime. But they say the technology can be used to violate civil rights.
The Chinese government has ordered all large cities to apply technology to police work and to issue high-tech residency cards to 150 million people who have moved to a city but not yet acquired permanent residency.

深圳在公共汽车安装摄象头后, 公共汽车上盗窃等犯罪活动大幅度下降(好象是下降了80%).
深圳的华强北等繁华街道,安装摄象头后犯罪活动也大幅度下降.
深圳的交通主要靠摄象头管理,这样可以防止执法警察腐败(安装前很严重),也很公正.
深圳的每个酒店都安置了摄象头. 如果没有安装摄象头,因卖淫而引起的恶性犯罪估计会很严重.深圳包括全国的卖淫业,同全国饮食业一样,十分火暴,涉及经济差异很大的群体并且是政府不想管的灰色地带.如果没有安装摄象头,恶性犯罪的程度将很难想象.
用新技术管理监视人,这是全球性的大趋势. 确实需要法律的不断介入搞清楚, 哪些是为了公共利益,哪些会损害个人自由与利益. 估计更多的时候是公共利益与个人自由会有矛盾.
就目前深圳而言, 安装摄象头后对公共利益的保护远大于对个人自由的损害.
至于,电子芯片身份证,效果还有待观察.
中(过去)西政治理念的重要差异在于: 中国(过去)主张以德治国,希望人民加强精神文明建设. 而西方则假设人是自私的,恶的,因此用法律来管理.
引入电子芯片身份证, 可以最大程度上控制人的自私性和恶性,大大提高法律的效率.
作为一个深圳人,我本人还是希望加强对人的监控. 安全了,就更自由了.
当然,这也容易给政府滥用的权力.

我的车有全球定位系统, 因此我基本不怕车丢失, 而且盗窃保险费也很低.

如果要靠这些来管恶人,好象有点侵犯好人的权利。
自从911后,美国也利用这个来扩大对公民的监视,而中国更是起劲,上海还举行了防恐演习,真是天赐良机啊!
相信大家心里都明白这一手的。

很好的问题. 问题是,谁是好人呢? 所以,这仍然涉及人是好的还是恶的这种本质的假设.
只有对人有足够的监视与控制后, 我们才需要评判这种监视与控制是否存在滥用,政府是否假借公共利益损害个人自由.
目前深圳的监视与控制主要在公共场所,问题还不算严重.
中国政治的重要缺陷在于:没有假设人是恶的. 因此,中国在制定管理制度时,重点在该制度能否起作用,而很少考虑该制度是否会成为官员腐败的东西. 中国在考察任用干部时,强调德才兼备. 这德本是好的,结果却成为一切罪恶之原.

过去中国强调以德治国,结果德被用作愚民工具. 比如君臣关系,父子关系,夫妻关系等.

为什么过去中国强调以德治国呢?
首先是最高领导皇帝不愿意与民平等.
其次掌握大权的各级官员也不愿意与民平等.
政府为了赢得民心,就搞了个德. 由于人们真正理性的很少, 因此,当政府大力提倡德和精神文明时,民众还挺受用. 比如毛时代,听起来很美好的XX主义,当时就让亿万人民对毛感恩戴德.
人是恶的----这种理念或文化,是中国最缺的.

These are public places where very little privacy exists in the first place and people do not expect to preserve their privacy there anyway. It is therefore less controversial to install Big Brother's watchful eye. However, things become more complicated when areas traditionally held as highly private (such as personal data) are invaded by the government. At the end of the day, it all boils to the alway difficult balancing act between individual citizen's fundamental right to privacy and the government interest in protecting the general public. In the absence of any meaningful judicial review and constitutional frame, the government has enormous latitude in infringing upon individual rights under the rubric of public interest. This of course is not a problem that is unique to China; but the political and legal system in China certainly further complicates the issue.

非常赞同风子的观点.
关于中国与西方发达国家的区别,我的看法是:
任何一个政府,其目标主要是两个,维护本身政权的稳定和为国民造福.
维护政权的稳定当然要靠各种手段对国民进行控制,包括控制各种言论等.
但社会发展到现在,国家控制其国民是很容易的,比如现在的朝鲜或毛时代的中国.国家控制其国民根本用不着太多的高科技.
现在, 政权的更替,要么因为外部原因----主要是美国,要么因为武装政变. 靠没有武装的国民是成不了事的.
所以,我基本相信, 中国政府不会也不需要,通过过分利用这种手段控制国民的私生活或个人的自由与人权,来保持政权的稳定. 中国政府利用高科技手段,将主要还是为了公共利益.

很好的问题.
关于人性恶的假设,可能下面的表达更恰当点.
人有追求幸福快乐的本能,在这过程中,人表现出很强的自私性.
当自己的利益与他人的利益发生矛盾时,不少人会选择追求自己的利益,而这一过程中,人有时会表现出残暴与邪恶.
所以,一般地说人性是恶的并不太恰当.
但在看待存在利益冲突的问题时,人性恶的假设还是很有现实意义的.
特别是关于政治制度或其它协调多人关系的制度,人性恶的假设还是最好的.
理性而言,为民造福最容易巩固政府的政权. 人民富了,国家也就强了, 这对统治者最有利.
从我有限的知识而言,我感到许多政府都有为民造福这一重要目标.
