I'm not sure to what extent that's the case, but there might be some truism in it. In many situations, procedural and substantive aspects of a case are intertwined and difficult to distinguish.

Depositions are not taken in court, although a court reporter and a videographer are present to swear in the witness and to record the proceeding. The proceeding has the same effects as any other legal proceedings presided over by a judge in court. Parts of the deposition videos and transcripts may be used later in motions or at trial.
