Verse 20 is not quite appropriate either.
You did a good job here translating verse 19. I think it tells a story: A rich man meets a woman who is taking water home. He wants her but she is not interested in him. He breaks her water jar and offers 100 precious stones or a hundred seas in order to compensate for her loss, but she still is not interested.
