You cannot understand Iranian politics if you adopt a reductionist view while ignoring the Western meddling in Iranian domestic politics since oil was first found there by Britons. Second, bear in mind although Iran is a theocracy, it is ruled by consensus, which partly contributes to the regime's legitimacy. The administration, historically, has had kind of autonomy.
